  Review of the 2nd Silk Road Agriculture Education and Sci-Tech Cooperation Forum

  Undertaken by NWAFU and S. Seifullin Kazakh Agro Technical University, the 2nd Silk Road Agriculture Education and Sci-Tech Cooperation Forum was successfully held in Astana from July 2nd to July 5th. Over 150 scientists in the field of agriculture and forestry from 45 scientific units of 7 countries gathered in Astana and discussed deepening the cooperation of the Silk Road Agriculture Sci-Tech Education League along the Ishim Riverside. The participants present reached a consensus on strengthening the league's involvement in the One Belt One Road strategy and bringing benefits to the countries and the people in the region.

Opening: League’s Better Tomorrow

  Executive Vice-Minister of Kazakhstan's Ministry of Agriculture Aitughanov Kairat , and Deputy of Majilis of Parliament of Republic of Kazakhstan Saparhan K. Omarov, attended the opening ceremony. Academician President of Henan Agricultural University Zhang Gaiping and other delegates also attended. Chairman of the Board of JSC "S. Seifullin Kazakh Agrotechnical University" Akhybek K. Kurishbayev presided over the ceremony, and President of NWAFU Sun Qixin delivered the keynote speech.

  On behalf of the league council, President Sun Qixin  welcomed the participants and expressed warm congratulations on the success of the forum. He pointed out that the Silk Road Economic Belt initiated by General Secretary Xi Jinping and the "Path of Light" economic strategy proposed by President Nazarbayev are highly compatible and they have become the general direction for the two nations' cooperation. Therefore, it is of great significance to hold the Silk Road Agriculture Education and Sci-Tech Cooperation Forum here.

  President Sun Qixin highly praised the productive work which the league secretariat and its member units have done within the past 8 months. He emphatically pointed out the work that needs to be strengthened: 1. Agriculture Sci-Tech talent development in the regional counties should be reinforced; 2. International student education in the regional countries, especially among the league members, should be promoted; 3. Joint laboratories should be built to improve agriculture sci-tech innovation; 4. Demonstration and promotion of the agriculture sci-tech results should be intensified in the regional counties; 5. The function and influence of enterprises in agriculture investment, agriculture cooperation, and agricultural product trade should be actively expanded.  

  "Great things may be done with mass effort. I believe the league will embrace a better tomorrow!" Mr. Sun Qixin stressed that the agriculture development in the countries along the Silk Road share similar ecological environment and similar technological demand, which gives great potential to the agriculture cooperation. A deepening cooperation on agriculture sci-tech education is not only the common expectation of the regional countries, but also the historical responsibility of the league. Silk Road Agriculture Sci-Tech Education League is the bridge between the league members in regards to communication and cooperation. The league members should stick to the Silk Road spirit of "peaceful cooperation, openness and tolerance, mutual learning and mutual learning, mutual benefit and win-win situation," launch bilateral or multilateral cooperation in agricultural education and sci-tech, and transform the scientific achievements into powerful agricultural productivity so as to contribute to the nations' prosperity and the people's happiness. 

Forum: Discussing Agriculture Cooperation

  Two topics were discussed at this forum: 1. Common problems of agricultural education and the solutions in the countries along the Silk Road; 2. High-end innovation in agriculture: New vision for cooperation from the scholars along the Silk Road. Participants delivered 26 reports during the forum regarding agriculture education and sci-tech and practically served the One Belt One Road region.

  The following participants delivered reports on co-building agriculture cooperation platform, sharing technological innovation, strengthening regional international student education, and promoting agriculture and forest education for the first topic: Academician President of Henan Agricultural University Zhang Gaiping, Vice President of Beijing Forestry University Li Xiong, Rector of Primorskaya State Agricultural Academy(Russia) Andrei E. Komin, Vice-rector of the University of Agriculture in Krakow, Vice President of Agricultural University of Inner Mongolia Mang Lai, Vice-rector of the OMSK State Agrarian University, Vice President of Tarim University Zhang Aiping, Dean of the College of International Education of Nanjing Agricultural University Liu Zhimin, Assistant Director for Science of Institute of Field and Vegetable Crops in Novi Sad of Serbia Sanja Vasijevic, University of Kastamonu (Turkey), and Vice President of Ningxia University.

  The following participants discussed the second topic, on issues such as new technology application in crops, water resource utilization research and counterplan, wasteland development and utilization, challenge of agricultural economy's sustainable development, and animal husbandry development: Professor Peter Langridge of University of Adelaide, President of Xinjiang Academy of Agricultural Sciences Chen Tong, Rector of the Yakutsk State Agricultural Academy, Vice-President of Shanxi Agricultural University Xing Guoming, Vice Rector for Science and International Relations of Poznań University of Life Sciences, Dean of College of Pastoral Agriculture Science and Technology of Lanzhou University Hou Fujiang, General Director of Kazakhstan Research Institute for Plant Protection and Quarantine, General Director of Kazakhstan Research Institute of Agriculture and Plant Industry, General Director of Kazakhstan National Institute of Water Economy,  Deputy Director of Xinjiang Institute of Ecology and Geography of Chinese Academy of Agricultural Sciences Jilili Abuduwaili, and General Director of the Institute of Subtropic Crops of Guizhou Academy of Agricultural Sciences Lei Chaoyun. 

  Professor Shan Weixing from College of Agriculture, Professor Liu Xuebo from College of Food Sciences, Professor Yao Junhu from College of Animal Sciences, Professor Zhu Yuchun from College of Economics and Management, and Researcher Feng Hao from Institute of Soil and Water Conservation from NWAFU presented their thoughts and experiences on international agricultural zone's construction, agricultural product deep processing, animal husbandry development, China-Russia agriculture Sci-Tech policy research, and water utilization in arid and semiarid areas.

  Research and Development organizations including Zhejiang University, Huazhong Agricultural University, Shandong Agricultural University, Chinese Academy of Agricultural Sciences, Xinjiang Academy of Agricultural Sciences, and Gansu Academy of Agricultural Sciences also participated into the discussions. Insightful perspective, careful thinking, and constructive advice not only provided abundant nutrition for the league's growth, but also incited peer experts' interest. The forum's intersession and post-conference discussion were filled with discussions of deepening cooperation and future plan.

Feedback: Confidently Embracing Tomorrow

  The successful completion of the forum sets a record in the history of NWAFU and agricultural university in China, as it is the first time that a Chinese agricultural university is holding a meeting abroad. The forum made remarkable achievements and gained respect and praise from the counterpart institutions, imprinting NWAFU's name on countries of The Belt and Road Initiative and greatly improving the league members' confidence in future development.

  Henan Agricultural University's president Academician Zhang Gaiping said that the Silk Road Agriculture Sci-Tech Education League, launched by NWAFU, gathers the force of agriculture universities and institutions from home and abroad, laying the scientific and talent foundations for and contributing to the One Belt One Road regional agriculture. NWAFU's innovative work in this beneficial development strategy is obvious to all. As a league member, Henan Agricultural University will positively respond to NWAFU's call and actively contribute to the bright future of the league.

  President of Xinjiang Academy of Agricultural Sciences, Chen Tong, said that this forum in Astana provides an excellent opportunity for the league members to deepen cooperation with the agriculture industry in Kazakhstan. Xinjiang Academy of Agricultural Sciences will make full use of this international platform and introduce Xinjiang's agricultural and technological advancements to Kazakhstan for the benefit of the local people.

  Shandong Agricultural University's Vice President Gao Dongsheng expressed his honor to join the league. With the support of the league, Shandong Agricultural University is currently building joint laboratories with Israel and Poland and is joining Israel's central eco-city construction program. As a part of the plan, the faculty will visit the counties of The Belt and Road Initiative and the student joint-training will be promoted with the help of the league and One Belt One Road countries.

  Xisen Potato Industrial Group's general manager Hu Baigeng praised the sci-tech edge and influence of the league. NWAFU has great advantages in potato research. Xisen would like to make full use of this sci-tech advantage and cooperate with NWAFU and S. Seifullin Kazakh Agro Technical University in potato variety breeding. Xisen hopes to develop potatoes that fit with the One Belt One Road regional environment and develop the Xisen's 500-mu demonstration zone in Astana into the model of the potato industry.

  President Sun Qixin said that we need to rely on the league and the participation of science and industry sectors and make use of the win-win mechanism. We hope to create the most advanced and comprehensive modern agriculture demonstration farm where crops, animal husbandry, agricultural product processing, and standardized testing system are all included. The products will be abundant, good, and safe. We aim to turn the sci-tech results into productivity and cooperation strength along the One Belt One Road so as to bring benefits to the Silk Road countries and people. NWAFU is confident, resolute, powerful, and capable to contribute to the One Belt One Road strategy. 

Harvest: Stepping onto the World Stage

  In November of last year, proposed by President Sun Qixin, NWAFU launched the Silk Road Agriculture Sci-Tech Education League, attracting 59 universities and scientific institutions from 12 countries along the Silk Road. During the 8 months from the league's birth to the second forum, a series of effective work was completed, which made positive contributions to the progress of agriculture education and Sci-Tech in Silk Road countries, especially among the league members. NWAFU's achievements mark a new stage of the Silk Road Agriculture Sci-Tech Education League and the internationalization of NWAFU's agriculture Sci-Tech education service.

  1. Taking in new strength. 13 new institutions joined this forum, being Azerbaijan State Agricultural University, Korkyt Ata Kyzylorda State University, North Kazakhstan State University, Guangxi Academy of Agricultural Sciences, Primorskaya State Academy of Agriculture, Sh. Ualikhanov Kokshetau State University, West Kazakhstan Agricultural & Technical University, Xinjiang Institute of Ecology and Geography of Chinese Academy of Sciences, Grodno State Agrarian University, Yakutsk State Agricultural Academy of Russia, Russian State Agrarian University - MTAA named after K.A.Timiryazev, Xi'an Aiju Grain and Oil Industry Group Co. Ltd and Xisen Potato Industrial Group. Particularly, the two companies' participation not only injected new blood to the league, but also provided platform for the transformation in scientific achievements.

  2. Building professional platform. China-Russia Agriculture Education Sci-Tech Innovation League was founded with 16 universities joining the league. As the branch of Silk Road Agriculture Sci-Tech Education League, the new league provides professional platform for deepening cooperation on agriculture sci-tech education, economy policy research, and humanities communication. Universities including Beijing Agricultural University, Shandong Agricultural University, Nanjing Agricultural University, Xinjiang Academy of Agricultural Sciences, Huazhong Agricultural University, Chinese Academy of Agricultural Sciences, Henan Agricultural University, and NWAFU signed cooperation agreements with 8 universities including Russian State Agrarian University and South Ural State University.

  3. Gaining world's respect. The successful completion of the forum attracted the attentions from several TV stations from home and abroad, helping NWAFU to gain the world's trust and international fame. Executive Vice-Minister of Kazakhstan's Ministry of Agriculture Aitughanov Kairat expressed his confirmation and appreciation of NWAFU's work in the league. Professor Peter Langridge from University of Adelaide said the design of the league is innovative and it will greatly promote the world's agriculture development. Chairman of the Board of JSC "S. Seifullin Kazakh Agrotechnical University" Akhylbek K. Kurishbayev pointed out that the league is a great simulation of S. Seifullin's science and education and a great opportunity for strategic development. S. Seifullin's Vice President Abdyrov said the 37 varieties in NWAFU's agriculture science zone in Kazakhstan will lay a foundation for Kazakhstan's agriculture research and for the two countries' relationship. 

  4. Stepping onto the world stage. Ever since the league was developed, NWAFU has built 7 international agriculture demonstration zones in Kazakhstan, Kyrghyzstan, and Tajikistan. Particularly, the demonstration zone in Alma-Ata had a good harvest of winter wheat with 80% increase in production compared to local traditional varieties. This is an example of China's agriculture going-out and NWAFU's internationalization. In recent years under the leadership of President Sun Qixin, NWAFU proposed 3 upgrades in the national "Double First-rate" strategic plan: upgraded talent cultivation, upgraded university service, and upgraded international cooperation. This year's forum is a practice of the upgraded university service and international cooperation. The positive feedback and the high international reputation will be a solid foundation for NWAFU's moving to the center of the world's stage from the Silk Road.
